The European Union’s (EU) Green Deal Investment Plan, introduced in January 2020, is the comprehensive strategy aimed at financing the EU Green Deal. This paper explains how the EU Green Deal is financed by looking at the structure of the EU Green Deal Investment Plan and analyzing how recent macroeconomic shocks have affected its forecast and implementation in the past four years.


The Investment Plan’s multiple instruments and legislative tools, the lack of accessibility in the EU's processes and the unavailability of data can make it difficult to ensure that every stakeholder has a clear understanding of it. The goal of this paper is to allow for a greater audience to get familiar with the financing of the EU Green Deal.


Building upon the previous paper, which focused on the primary objectives and policies of the EU Green Deal, this paper is the second in a policy series that aims to disseminate knowledge and raise awareness on the development of Environmental, Social, and Governance (ESG) policies in the EU.
